Hoists existed before Elisha Otis; what people feared was the rope breaking. His safety brake, patented as a hoisting apparatus (US31,128) in 1861, grips the guide rails the instant tension is lost. By making a fall impossible, he made the passenger elevator, and the tall city, possible.
